The Dutch government will allocate 1.2 billion euros in non-military support to Ukraine over the next three years. The funds are planned to be used for the recovery and reconstruction of the country, in particular in the energy and water sectors, as well as to support Ukrainian businesses and expand the presence of Dutch companies in the Ukrainian market.

This was reported by the press service of the Dutch government.

The new aid package was announced by Minister of Foreign Trade and Development Cooperation Sjørd Sjørdsma on October 28 during a visit to Kyiv.

“Ukraine is under heavy shelling and is preparing for a very difficult winter. It is extremely important for our common security that we continue to support Ukrainians so that they can endure this struggle. That is why the government is now taking an additional step,” he said.

What will the aid be used for?

One of the main areas of support will be energy. The Netherlands plans to provide 40 million euros to the Energy Support Fund of Ukraine as soon as possible. The funds will be allocated this year for urgent repairs and restoration of energy infrastructure.

Another 55 million euros will be allocated to the purchase of energy materials, which will be supplied to Kyiv.

A separate part of the package is intended to support entrepreneurship. In particular, 136 million euros will be allocated, among other things, to finance the Ukraine Partnership Facility, which helps Dutch companies operate in the Ukrainian market.

Another 19.5 million euros will be allocated for insurance of enterprises that plan to export their products to Ukraine.

How the aid package will be formed

The new announcement by the Dutch government clarifies the funding amounts previously announced. It includes €878 million in non-military aid and another €327 million announced on the day of the budget.

A significant portion of the funds will be provided through international financial institutions, including the European Bank for Reconstruction and Development, the World Bank, and the European Investment Bank.

In total, the Netherlands plans to provide 1.2 billion euros in non-military assistance to Ukraine over the next three years. The funding is intended to support the restoration of critical infrastructure, prepare the country for the difficult winter period, and create additional opportunities for cooperation between Ukrainian and Dutch businesses.

It was previously reported that the Netherlands will allocate 26.5 million euros for the reconstruction and development of Ukraine in 2027. The funds are provided within the framework of the Ukraine Partnership Facility (UPF) program, which will be extended next year.
