EU accession: Ukraine ready to open all negotiation clusters

Ukraine has completed preparations for the opening of all negotiation clusters within the framework of the European Union accession process. The Cabinet of Ministers this week approved two of Ukraine’s negotiating positions – for Cluster 4 “Green Agenda and Sustainable Connectivity” and Cluster 5 “Resources, Agriculture and Cohesion Policy”.

This was reported by the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration.

The government emphasized that this decision means the completion of all necessary procedures for the opening of six negotiation clusters with the EU.

Negotiating positions are key documents for the start of negotiations for each cluster. It is on their basis that the European Union will assess Ukraine’s progress in fulfilling the membership criteria. The documents were prepared taking into account the European Commission’s reports on the results of the screening of Ukrainian legislation for compliance with EU law.

Deputy Prime Minister for European and Euro-Atlantic Integration Taras Kachka noted that Ukraine has fulfilled all obligations within the preparatory stage.

“Ukraine now has approved negotiating positions for all six clusters. We are consistently and promptly fulfilling our commitments on the path to membership in the European Union. During this year, screening was completed, reform roadmaps were developed and implementation began. Ukraine is ready to move forward,” Kachka emphasized.

Cluster 4 covers legislation in the areas of transport, energy, trans-European networks, environment and climate change. Cluster 5 concerns agriculture, rural development, food security, veterinary and phytosanitary policy, fisheries, regional policy, and financial and budgetary matters.

As previously reported, Ukraine officially received a negotiating position from the European Union in Lviv on three key clusters, which will become the basis for further technical work on EU accession.

Recall that European Commissioner Marta Kos and Deputy Prime Minister for European Integration Taras Kachka presented a joint action plan of Ukraine and the EU, which contains 10 key reforms.
