EU and partners invest €37.5 million in Ukraine’s reconstruction

The European Union, together with Denmark, Germany, France and Lithuania, has launched the EU4Reconstruction project to support the reconstruction of Ukraine as part of the Team Europe initiative . Its budget is €37.5 million and its implementation will last until June 30, 2028 .

Lithuanian Ambassador to Ukraine Inga Stanytė-Tolochkė recalled that the program was first announced in July during the Conference on the Reconstruction of Ukraine in Rome . She specified that of the agreed amount, the partners have already allocated 5 million euros for the first steps of the program.

The EU4Reconstruction project combines financial support, technical expertise and digital tools to help Ukraine rebuild in a transparent manner and in line with European standards. The initiative aims to strengthen governance, transparency and institutional capacity of the reconstruction system – from state reforms to the level of local communities.

The program strengthens the Ministry of Community and Territorial Development of Ukraine , the State Agency for Reconstruction and Infrastructure Development , and provides communities with the opportunity to effectively manage the reconstruction process. A separate direction includes support for civil society and independent media , which monitor the transparency of spending and prevent corruption.

“This project is a continuation of our consistent support for Ukraine. We are strengthening institutions step by step, helping the country move forward on the path of European integration,” Stanytė-Tolochkene emphasized.

The Team Europe initiative is a joint EU platform for coordinating international assistance to partners in crisis and long-term challenges: wars, pandemics, climate or economic shocks. For Ukraine, it covers programs for reconstruction, infrastructure modernization, strengthening local self-government and developing public control.

It was previously reported that negotiations between the European Commission and the Belgian government regarding a loan to Ukraine of 140 billion euros did not yield any results .

As a reminder, the Minister of Defense of Ukraine Denys Shmyhal met with the Head of the Estonian Defense Ministry Hanno Pevkur to discuss strengthening air defense, developing drone production, and creating joint defense enterprises.
