EU and Ukraine present reform plan for membership: SBI awaits full update
European Commissioner Marta Kos and Deputy Prime Minister for European Integration Taras Kachka presented a joint Ukraine-EU action plan, which includes 10 key reforms. Their implementation will prove Ukraine’s readiness to move towards EU membership.
This was reported by “European Pravda”, which received the text of the document.
The plan complements the technical process of “frontloading” – a new mechanism that allows work to be done on closing negotiation chapters even when Hungary blocks their official opening. In fact, this is a way to keep the accession process going and prepare Ukraine for a quick breakthrough when the veto is lifted.
The document emphasizes that EU enlargement is an important geostrategic investment, and Ukraine can become a valuable asset for a renewed Union. At the same time, Kyiv recognizes that the success of accession directly depends on reforms in the areas of the rule of law, the fight against corruption, and the work of the courts.
The plan contains 10 key priorities for the coming year. Among them:

Comprehensive amendments to the Criminal Procedure Code – repeal of the “Lozovoy amendments”, extension of the statute of limitations in corruption cases, strengthening the independence of the NABU and the SAPO, and expanding their jurisdiction.

Guarantee NABU access to high-quality and impartial forensic examinations.

Review the procedure for selecting and dismissing the Prosecutor General.

Resume competitions for the appointment of prosecutors to managerial and other positions.

Reform the State Bureau of Investigation.

Appoint judges of the Constitutional Court and members of the High Council of Justice who have passed international verification.

Strengthen the role of international experts in competitions for the HQCJ.

Adopt a law on declarations of integrity of judges , with the temporary involvement of foreign experts for the Supreme Court.

Adopt the Anti-Corruption Strategy and State Program by the second quarter of 2026.

Strengthen internal corruption prevention systems at the highest level.
European Commissioner Marta Cos emphasized that all of these points are essential for the success of the accession process: “This is not a new plan, but these 10 points have been identified as priorities.”
The implementation of this reform package will be a critical milestone that will determine when and how Ukraine will be able to move to full-fledged negotiations for EU membership.
As previously reported, the European Union launched a new technical format for accession negotiations with Ukraine in Lviv, which allows it to move forward even despite the Hungarian veto.
