EU approves €90 billion support package for Ukraine

European Union leaders have reached an agreement on large-scale financial support for Ukraine in 2026–2027. This is a package worth 90 billion euros, the decision on which was approved unanimously.

This was announced by the President of the European Council, António Costa.

Costa noted that an agreement has been reached and the EU’s commitments to Ukraine have been fulfilled. According to him, the decision provides for the provision of financial assistance for the next two years.

German Chancellor Friedrich Merz confirmed that the financial package had been approved without objections from member states. He specified that Ukraine would receive an interest-free loan of 90 billion euros, which should be enough to cover both the country’s military and key budgetary needs in 2026-2027.

According to Merz, this decision is of strategic importance and is a clear signal to the Kremlin. The Chancellor emphasized that Russia will only make concessions when it realizes that continuing the war will not bring it any benefit.

Separately, he emphasized that the frozen Russian assets will remain blocked until Russia pays reparations to Ukraine. According to Merz, the loan will be repaid only after Russia fulfills these obligations. In the event of Moscow’s refusal to pay reparations, the European Union, in accordance with international law, will use the frozen Russian assets to repay the loan provided to Ukraine.

The Chancellor also added that the EU has proven financial mechanisms at its disposal that allow it to begin providing assistance to Ukraine without further delay.

As a reminder, the Russian central bank has threatened the European Union with legal actions and compensation demands if frozen Russian assets are further used to support Ukraine.
