EU approves start of Ukraine’s accession negotiations: date of first intergovernmental conference

The European Union countries unanimously approved the start of negotiations on the accession of Ukraine and Moldova to the EU. The first intergovernmental conference will be held on June 15, at which the first negotiating cluster “Fundamentals” will be opened.
This was announced by the Cyprus Presidency of the Council of the EU.
The European Union has officially agreed to open accession negotiations with Ukraine and Moldova. The first intergovernmental conference is scheduled for June 15 in Luxembourg. The conference will open Cluster 1 “Fundamentals”, a key stage in the EU membership negotiation process.
The Cyprus Presidency of the Council of the EU noted that this decision is a recognition of the aspirations, resilience and work of Ukraine and Moldova on the path to European integration. It also emphasized that the event confirms the openness of the European Union to states that share its values.
The first cluster of negotiations covers the issues of the rule of law, the functioning of democratic institutions, public administration reform, economic criteria, and fundamental rights.
It includes the following negotiating chapters:
- Chapter 23 – Judiciary and Fundamental Rights;
- Chapter 24 – Justice, freedom and security;
- Chapter 5 – Public Procurement;
- Chapter 18 – Statistics;
- Chapter 32 – Financial Control.
European Council President Antonio Costa called the decision an important step forward and stressed the strategic importance of the enlargement of the European Union.
“In a world marked by growing uncertainty, a larger European Union is in our common interest. Enlargement remains one of the EU’s greatest success stories and the best investment in our common future,” said Antonio Costa.
It was previously reported that Ukraine and the European Union may open two negotiation clusters as soon as June as part of the EU accession process.
