At the EU summit on October 15, European leaders plan to discuss new sanctions against Russia. First of all, they want to limit Moscow’s income from oil sales. At the same time, Donald Trump agreed with Vladimir Putin to increase supplies of Russian diesel, which caused concern in Europe.

This was reported by Politico, citing a draft joint statement by European leaders and a source among officials.

Europe disagrees with Trump’s statements about an alleged agreement on an energy truce between Ukraine and Russia. After all, Russian troops continue to attack Ukrainian energy.

Polish Prime Minister Donald Tusk said on October 12 that Russia shows no desire to end the war. Therefore, at a meeting in Brussels, he plans to call on partners to strengthen sanctions against Moscow.

German Chancellor Friedrich Merz also supports the new restrictions, believing that Russia will only start talking seriously about peace when it feels more pressure.

Norwegian Defense Minister Tore Sandvik also called for tougher sanctions. In his opinion, Europe needs to close loopholes that allow Russia to circumvent restrictions and receive money for war.

Meanwhile, the EU has already expanded sanctions against the Russian military-industrial complex. On October 12, 1,569 individuals and legal entities were added to the sanctions lists. Among them, 826 companies and 743 heads of enterprises.

The new restrictions apply, in particular, to companies that supply parts for Russian missiles, drones and aircraft. More than half of the new items are related to the production of ballistic missiles.

The European Commission is also preparing a 23rd package of sanctions. According to Politico, Kyiv expects to present new proposals to EU countries by the end of the year.

One of Europe’s main goals is to reduce Russia’s revenues from oil sales, because Moscow spends this money on war.

Meanwhile, Trump has taken a different approach. He has agreed with Putin to supply an additional 4.8 million tons of Russian diesel to the world market in the coming months. The American president hopes this will help lower fuel prices.

However, in Europe and Ukraine, there are doubts that this amount of diesel will significantly affect the American market. According to officials, this will be enough for only ten days of consumption in the United States.

Politico’s sources suggest that Trump reached an agreement with Putin over high fuel prices ahead of the November congressional elections.

Russia itself, meanwhile, wants to increase diesel exports to 3-3.5 million tons per month by the end of the year. Russian Deputy Prime Minister Alexander Novak spoke about such plans on October 12.

European officials fear that Trump’s decision will help Russia make more money and weaken sanctions pressure on the Kremlin.

In addition, Europe is concerned about reports of possible US pressure on Ukraine over strikes on Russian oil refineries. According to Politico, Washington has allegedly threatened to cut off arms supplies and intelligence sharing if Kyiv does not stop these attacks.

However, a NATO representative noted that there are currently no signs that the US has begun to carry out such threats.
