The full text of the European counter-draft to the US 28-point peace plan for Ukraine has been published in Brussels. The document was prepared by the United Kingdom, France and Germany, proposing changes to each point of the basic plan.

The European counterplan was created on the basis of the American draft peace agreement, but provides for adjustments, clarifications and deletions of individual points. The document is structured by points and offers a coordinated position of the three leading European powers.

1. Confirmation of Ukraine’s sovereignty. The document states that Ukraine’s sovereignty must be confirmed in full.

2. Non-aggression pact. It envisages the conclusion of a full and comprehensive non-aggression pact between Ukraine, Russia and NATO. It also emphasizes the need to eliminate all ambiguities accumulated over the past 30 years.

3. Deleted point. The third point of the American plan has been deleted. It previously included the expectation that Russia would not attack neighboring states and that NATO would not expand.

4. Russia-NATO dialogue. After the signing of the peace agreement, it is planned to launch a dialogue between Russia and NATO to resolve security issues and create an environment for de-escalation.

5. Security guarantees for Ukraine. Ukraine must be provided with strong security guarantees.

6. Limiting the size of the Ukrainian army. The size of the Ukrainian armed forces in peacetime should be limited to 800,000 military personnel.

7. Position on Ukraine’s accession to NATO. Ukraine’s accession to NATO will depend on the consensus of all members of the Alliance. The document states that such consensus does not currently exist.

8. No permanent NATO forces in Ukraine. NATO confirms that it will not station its troops in Ukraine on a permanent basis in peacetime.

9. Deployment of NATO fighter jets. NATO fighter jets will be deployed on Polish territory.

10. US guarantees by analogy with Article 5. The paragraph contains three subparagraphs:

  • The US will receive compensation for the guarantees provided.
  • If Ukraine attacks Russia, the guarantees become invalid.
  • If Russia attacks Ukraine, all global sanctions will be fully reinstated, and any new recognition of territories and other benefits will be revoked.

11. European integration of Ukraine. Ukraine will be able to apply for EU membership and will receive short-term preferential access to European markets.

12. Global package for post-war reconstruction of Ukraine. The document consists of six sub-items:

  • Creation of the Development Fund of Ukraine for investments in technology, data centers and artificial intelligence.
  • Joint work between Ukraine and the United States on the modernization of gas infrastructure.
  • Joint reconstruction of war-torn territories.
  • Infrastructure development.
  • Use of mineral and natural resources.
  • Financing from the World Bank to accelerate recovery.

13. Russia’s return to the world economy. The document provides for:

  • Gradual lifting of sanctions in agreed stages.
  • The conclusion of a long-term economic agreement between the United States and Russia in the areas of energy, infrastructure, and resource extraction.
  • Russia’s return to the G8 format.

14. Full financial compensation to Ukraine. Ukraine must be fully rebuilt and compensated, including the use of frozen Russian assets, which will remain blocked until compensation is provided.

15. Creation of a joint force group. The United States, Ukraine, Russia, and European countries will participate in it. The purpose is to monitor the implementation of the agreement.

16. Legislative consolidation of Russia’s non-aggression policy. Russia should legislatively consolidate its non-aggression policy towards Ukraine and Europe.

17. Nuclear Security Agreement. The US and Russia should continue nuclear arms control agreements, including Fair Start.

18. Non-nuclear status of Ukraine. Ukraine reaffirms its commitment to remain a nuclear-weapon-free state.

19. Zaporizhzhia NPP. The plant should be restarted under IAEA supervision. Electricity will be shared equally between Ukraine and Russia.

20. European rules on minorities. Ukraine should adopt EU rules on religious tolerance and the protection of linguistic minorities.

21. Territories. Ukraine undertakes not to return its occupied territories by military means. Negotiations on territorial changes will begin at the Contact Line.

22. Impossibility of changing borders by force. After reaching an agreement, Ukraine and Russia undertake not to change territorial agreements by force. In case of violation of security guarantees, they will not act.

23. Access to the Dnieper and the Black Sea. Russia should not impede Ukraine’s use of the Dnieper for commerce, and the movement of grain cargoes across the Black Sea should be ensured.

24. Humanitarian issues. The item contains four sub-items:

  • Exchange of all prisoners and bodies on the principle of “all for all”.
  • Return of all civilian hostages, including children.
  • Implementation of the family reunification program.
  • Measures to support those affected by the conflict.

25. Elections in Ukraine. Elections should be held as soon as possible after the signing of the peace agreement.

26. Additional measures to support victims of the conflict. The document provides for separate mechanisms to assist victims.

27. Legal force of the agreement. The agreement will be legally binding. The Peace Council, chaired by US President Donald J. Trump, will oversee it. Violations will result in sanctions.

28. Immediate ceasefire. After the signing of the memorandum, the ceasefire will take effect immediately. Both sides are to withdraw to agreed positions, and the parameters of the control of the silence regime will be determined with the participation of the United States.

The day before, it became known that the first session of negotiations between the Ukrainian and American delegations ended in Geneva , during which the parties noted progress in working on joint peace proposals. Representatives of Ukraine and the United States stated that the process will continue and be supplemented with new agreed provisions.

By the way, Secretary of the National Security and Defense Council and member of the Ukrainian delegation at the peace talks Rustem Umerov stated that the agreement on the peace document with the United States is in the final stage . According to him, the document already contains the main Ukrainian priorities.

As is known, on Sunday, November 23, negotiations between the US, Ukraine, and the EU regarding Donald Trump’s new “peace plan” will be held in Geneva (Switzerland). The purpose of the meeting is to agree on wording for the upcoming meeting of the presidents of Ukraine and the US.

A group of Western leaders released a joint statement on the initial draft of the US peace plan for Ukraine on Tuesday. They stressed that the document could serve as a basis for work, but needed to be refined.

Earlier, key provisions of the draft US “peace plan” , allegedly agreed upon by representatives of Donald Trump and the Kremlin, became known. The document contains 28 points relating to the security, territories, economy and political future of Ukraine.
