European Parliament prepares resolution on creation of special tribunal for Putin

On Thursday, April 30, the European Parliament, at a meeting in Strasbourg, plans to adopt a resolution calling for the immediate establishment of a Special Tribunal to investigate the crime of Russian aggression against Ukraine.

According to the draft resolution, the European Parliament will insist on the need to complete initiatives to establish a Special Tribunal to hold Putin and the top leadership of Russia accountable for the crime of aggression against Ukraine as soon as possible.

The vote on the draft resolution is scheduled for Thursday, from 1:00 p.m. to 2:00 p.m. Kyiv time.

The text of the draft resolution provides that the European Parliament supports the EU in signing the Enhanced Partial Agreement on the Establishment of the Special Tribunal.

The purpose of the Enhanced Partial Agreement is to ensure full EU membership in the Steering Committee of the Special Tribunal.

A separate item of the draft resolution is an appeal to the European Union member states to join the Enhanced Partial Agreement.

The European Parliament also plans to congratulate the Netherlands for its commitment to host the initial phase of the Special Tribunal, while calling for intensified efforts to organize its second phase.

The draft resolution emphasizes the importance of ensuring continued support from the EU and its countries for the establishment of the Special Tribunal.

An important requirement of the draft resolution is also the rapid implementation of the Special Tribunal for the purpose of a fair investigation into the crime of Russian aggression against Ukraine.

In addition, MEPs will call on the European Commission to provide stable funding to the International Center for the Prosecution of Crimes of Aggression against Ukraine after December 2026.

These measures should guarantee the transfer of collected evidence to the future Special Tribunal.

“The European Parliament emphasizes that responsibility should extend to all those who have the ability to control or direct the crime of aggression, including the highest political and military leadership… Responsibility should also extend to the judges of the Constitutional Court of the Russian Federation and members of the State Duma whose decisions sanctioned the annexation of Ukrainian territories,” the draft resolution states.

Recall, the day before , Iceland and Poland confirmed their readiness to join the agreement to establish a Special Tribunal to investigate the crime of aggression against Ukraine.

Earlier, the head of the Swedish Foreign Ministry, Maria Malmer Stenergard, reported that Stockholm had joined the agreement on the Special Tribunal to investigate the crime of aggression against Ukraine.

As reported, during an informal meeting of the EU Council of Foreign Ministers in Kyiv , Germany, the United Kingdom, and Moldova announced their accession to the agreement on the establishment of a Special Tribunal to investigate the crime of aggression against Ukraine.
