European Solidarity has submitted a bill to protect IDPs
“European Solidarity” has registered draft law No. 14219, which prohibits the eviction of internally displaced persons from places of temporary residence. The faction calls on the Verkhovna Rada to support the document as soon as possible.

During the briefing, faction co-chair Artur Gerasimov emphasized that European Solidarity systematically defends the rights of people who have lost their homes and the opportunity to return home due to Russian aggression.
“Those who survived Mariupol, Bakhmut, Avdiivka, or Soledar lost everything. That is why we constantly meet with IDPs, with public organizations that protect their rights, and work on every real problem. Bill 14219 is the result of this joint work,” Gerasimov emphasized.
According to him, the document has already been signed by 26 people’s deputies from different factions – “European Solidarity”, “Servant of the People”, non-faction members and representatives of the Temporary Special Commission on the Protection of the Rights of IDPs. Gerasimov called on citizens to contact the deputies of their districts and ask them to support the initiative.
“Our proposals are legally clearly written, agreed with lawyers and representatives of IDPs. We ask the committee to support it unanimously – just as they previously unanimously supported bill 11161. Concern for IDPs should unite the parliament,” the faction co-chairman said.
Public activist, head of the Association of Young IDPs Arkady Petrosyan emphasized that this document is not just about banning evictions, but about the dignity and systematic approach of the state to people who have suffered from the war. 21 public organizations joined the work on the draft law .
The draft law proposes to guarantee the right of IDPs to free temporary accommodation for the duration of martial law and for six months after its end . This should protect people from illegal evictions and ensure housing stability.
According to the Office of the United Nations High Commissioner for Refugees, today in Ukraine more than 74 thousand internally displaced persons live in temporary accommodation and need protection from forced evictions.
The European Solidarity emphasizes: the state must preserve human dignity and treat its citizens responsibly even in the most difficult times . That is why the faction insists on the early adoption of draft law No. 14219 in the first reading and as a whole.
