“European Solidarity” initiates changes to the budget: money from non-targeted programs should go to the Armed Forces of Ukraine

Members of parliament from the European Solidarity faction are initiating changes to the State Budget so that funds from non-targeted programs can be transferred to the needs of the defense forces.

In particular, to redirect funds from the “United Marathon” and other corrupt expense items. “European Solidarity” also proposes to exclude the provision on the withdrawal of UAH 8 billion in profit tax from the Kyiv budget.

“Instead of excessive powers – a real resource for defense. Together with colleagues from “European Solidarity” we submitted amendments to the bill on amendments to the State Budget 2025 (bill 13439-3),” – reported on social networks people’s deputy Nina Yuzhanina.

The amendments provide for the allocation of an additional UAH 11.79 billion to the Ministry of Defense for the purchase and repair of weapons, military equipment, funds and equipment. by DECREASING expenditures on the programs:

• development of the network and maintenance of public roads of national importance – UAH 4.2 billion;
• Implementation of measures related to the termination of state unitary enterprises – UAH 2.07 billion;
• State Fund for Decarbonization and Energy Efficient Transformation – UAH 1.75 billion;
• Implementation of the housing policy by the Ukrainian Financial Housing Company OJSC – UAH 1.29 billion;
• ensuring the institutional capacity of government bodies – UAH 1 billion;
• State Regional Development Fund – UAH 1 billion;
• production and broadcasting of programs for state needs – UAH 0.5 billion;

The amendments also provide for:

• Increasing the share of military personal income tax to 20%, which is automatically sent to military units.
• The exclusion of the norm, which negates the very idea of the Verkhovna Rada approving the State Budget – on granting the Government the right to independently, without amending the law on the State Budget, reduce the expenses of some managers of funds and increase the expenses of the main managers of funds related to the security and defense sector;
• Exclusion of the rule that withdraws income tax from the budget of the city of Kyiv.
