Excluded from military registration for $20,000: SBI exposed a large-scale scheme in Transcarpathia

Employees of the State Bureau of Investigation have uncovered a large-scale scheme in Transcarpathia to illegally exclude conscripts from military registration. According to the investigation, the former head of one of the district territorial recruitment and social support centers and the former head of the accounting and booking department are involved in it.
This was reported by the press service of the State Bureau of Investigation.
It is known that the officials were detained during a comprehensive inspection of the mobilization situation in the region, conducted jointly with the National Police. They were suspected of organizing the illegal exclusion of conscripts from the health registration.
According to law enforcement, during 2022–2024, the defendants entered false data into military registration and medical documents. This allowed men to be declared unfit for service and removed from military registration without legal grounds. The possible involvement of individual members of the military medical commission is also currently being investigated.
According to the investigation, the cost of such “services” ranged from 8 to 20 thousand US dollars. In total, more than 1,100 people could have been illegally excluded from military registration.
In addition, law enforcement officers are establishing the circumstances of the destruction of official documentation. Preliminary information indicates that this involves over 1,100 personal files of citizens who were excluded from military registration due to health reasons.
As part of the investigation, 17 searches have already been conducted at the residences of former CCC officials, territorial center operators, VLK members, as well as individuals who may have illegally avoided mobilization.
According to the State Bureau of Investigation, some of the men have already been reinstated in the military register and sent for a second military medical examination. After a second examination, some of them were deemed fit for military service and mobilized.
The former head of the district CCC and his subordinate are charged with obstructing the lawful activities of the Armed Forces of Ukraine, committed by a group of individuals in a prior conspiracy. If convicted, they face up to eight years in prison.
In particular, the SBI emphasized that the special operation “Honest Draft” is ongoing. Law enforcement officers continue to verify the legality of decisions made by officials of the CCC and military medical commissions, as well as document schemes for illegal evasion of mobilization in various regions of Ukraine.
