Fake “Diya” and underground printing house: law enforcement officers exposed a large-scale scheme of selling fake documents to tax evaders
The National Police of Ukraine and the Security Service of Ukraine have exposed a powerful criminal group that was selling fake documents and copies of the official mobile applications “Diya” and “Rezerv+”.
This was reported by the press service of the National Police.
It is noted that the scheme operated in the Cherkasy, Kyiv, and Zhytomyr regions, and more than a thousand men who were trying to evade mobilization have already used the fictitious services.
According to the investigation, the criminal group consisted of five people who divided responsibilities among themselves:
- Two residents of the Zhytomyr region created fake versions of the “Diya” and “Reserve+” applications, into which users could enter personal data, photos, “seals”, and other information to simulate official registration in military structures.
- The programs were distributed via Telegram bots, which provided links to download the counterfeit software.
- Three residents of the Cherkasy region were engaged in printing fake documents: from temporary certificates of military conscription to certificates of the Ukrainian Red Army, extracts from orders of the Ministry of Economy on reservations, “leave” and fake military service certificates from military units.
To do this, the criminals equipped an illegal printing house based on a private service station, which worked as a real documentary conveyor.
The criminal group’s prices were more than “market”: one package of documents cost up to 7 thousand US dollars. According to investigators, the monthly profit from this scheme reached 300 thousand hryvnias, and more than a thousand men who avoided mobilization into the ranks of the Armed Forces of Ukraine have already used its services.
After a comprehensive special operation conducted by law enforcement officers in three regions, the following was seized:
- forged documents,
- computer equipment,
- data carriers,
- elements of fake mobile applications,
- printing equipment.
One of the organizers has already received suspicion under two articles of the Criminal Code of Ukraine:
- Article 114-1 Part 1 — obstruction of the lawful activities of the Armed Forces of Ukraine;
- Article 358, Part 3 — forgery of documents committed by a group of persons in prior conspiracy.
Suspicions are also being prepared for other suspects. All perpetrators face up to 8 years in prison with confiscation of property. A pre-trial investigation is currently underway under the procedural guidance of the Cherkasy Regional Prosecutor’s Office.
We would like to remind you that employees of the State Bureau of Investigation have completed a pre-trial investigation into a law enforcement officer from Chernivtsi region, who is suspected of organizing the illegal transfer of military conscripts across the state border . The indictment has already been sent to the court.
It is worth adding that in Zaporizhia, law enforcement officers detained a lawyer who, for fifteen thousand dollars, agreed to produce false documents to evade mobilization and illegally cross the border.
