Fedorov summed up the results of his work at the Ministry of Defense: main statements about the army and mobilization

Former Defense Minister Mikhail Fedorov explained in detail for the first time the reasons for his resignation, stated that he was ready to return to the Ministry of Defense if he had the opportunity to complete the army reform, and also explained why it was not possible to implement large-scale changes in mobilization, the work of the Central Committee, and the military command system.

Mykhailo Fedorov told about this in an interview with “Ukrainian Pravda”.

According to the former minister, his resignation was not due to personal disputes, but to deep disagreements about how the defense department should work.

“This is more of a worldview conflict. We had a more institutional conflict regarding the implementation of the vision, plus a cultural conflict, because we need to give freedom to young leaders, we need to make decisions faster, we need to complete certain reforms,” explained Fedorov.

He also stated that since early April he began to feel pressure on himself and his team. In his opinion, this was related to the public procurement reform and restructuring of processes in the Ministry of Defense.

“We started restructuring the procurement processes. I think this caused great dissatisfaction among many people,” he said.

At the same time, Fedorov refused to name the names of people or representatives of the defense business who, according to him, could be dissatisfied with the changes.

The former minister stressed that he had no personal conflict with the then Commander-in-Chief, Oleksandr Syrsky. According to him, the disagreements concerned exclusively approaches to army reform and interaction between institutions.

Separately, Fedorov stated that he is ready to return to the Ministry of Defense if he can implement the changes he considers necessary.

“I don’t need just any position. But if I return to the government, it should be a functional position where I can implement the mission. This is the Ministry of Defense,” he noted.

According to Fedorov, his team planned to complete the first stage of a large-scale mobilization reform this summer. It included not only changes in the work of territorial recruitment centers, but also a comprehensive reform of the military recruitment system.

In particular, it was planned to introduce fixed terms of service, new contracts, improve service conditions, increase payments to certain categories of military personnel, expand the possibility of transfer between units, and more actively involve foreigners in service.

Fedorov also reported that before his dismissal, an order had already been prepared on the first changes in the work of the CCC. This included the abandonment of the use of balaclavas, changes in the use of body cameras, and the introduction of new digital services.

At the same time, he admitted that the team made a mistake in communicating the reform, as society should have been more involved in its discussion.

The former minister also expressed hope that the new Commander-in-Chief of the Armed Forces of Ukraine, Mykhailo Drapaty, will continue the changes he has begun and complete the reform of the Ukrainian army.

Recall that Mykhailo Fedorov, who is credited by supporters with developing Ukrainian drone technology and promoting defense sector reforms, was fired from his post as defense minister this month. Subsequently, President Volodymyr Zelensky offered him other government positions, but Fedorov said he would not accept any other government position other than the one he held previously.
