Fifth head of government in two years: Macron appoints Sébastien Lecornu as new Prime Minister

French President Emmanuel Macron has named Defense Minister Sebastien Le Corneille as the country’s new prime minister, following the fall of François Bayrou’s government after parliament voted no confidence in his cabinet. Le Corneille, a longtime Macron supporter, becomes France’s fifth prime minister in less than two years.

According to the Elysee Palace, Macron instructed the new prime minister to consult with all political forces in parliament to find a consensus on the state budget before forming his own team of government officials.
Le Corneille will be replaced by François Bayrou, who led the government for only nine months. He submitted his resignation today after the French parliament voted no confidence in his cabinet on September 8.
The main reason for this decision was the rejection of the budget, which envisaged reducing the deficit through austerity measures. This project was not supported by either the left or right populists.
In addition, the right-wing National Rally and the left-wing France Invincible demanded the dissolution of parliament and new elections. Despite this, Macron has so far opposed early elections, although commentators do not rule out such a possibility in the future. It is worth noting that the previous elections in France were held a little over a year ago and were also early.
Sebastien Lecornu, who previously headed the Ministry of Defense, is a long-time Macron supporter and has already become France’s fifth prime minister in less than two years, reflecting the political turbulence in the country and the government’s difficulty in securing parliamentary support for budget reforms.
Sébastien Lecornu was born on 11 June 1986 in Ebonne, Val-d’Oise. His father was an aerospace engineer and his mother was a nurse. From a young age, he was fascinated by the army and politics, initially aspiring to become a soldier and later even trying monastic life at the Abbey of Saint-Vandril. He studied at the private Catholic institution Saint-Adjutor de Vernon, obtaining a bachelor’s degree in economics and social sciences, as well as a law degree from the University of Panthéon-Assas.
Lecornu began his political career in 2002, joining the Union for a Popular Movement (UMP). In 2005, he became an assistant to deputy Franck Gillard, and in 2008, an advisor to Minister for European Affairs Bruno Le Maire, becoming the youngest advisor in the French government at the time.
In 2015, Lecornu was elected President of the Departmental Council of Eur and in 2017, Secretary of State for the Ecological and Inclusive Transition in the government of Édouard Philippe. From 2018 to 2020, he served as Minister for Local Authorities and from 2020 to 2022, Minister for Overseas Territories.
On 20 May 2022, Lecornu was appointed Minister of the Armed Forces in the government of Élisabeth Born, becoming the youngest Minister of Defense in French history. He initiated a massive military spending plan of 413 billion euros by 2030, aimed at modernizing the French army in the face of growing threats from Russia.
Lecornu is known for his political loyalty and crisis management skills. He worked actively to stabilize the situation during the yellow vests and the unrest in Guadeloupe. As Minister of Defense, he also contributed to the formation of the European security strategy towards Ukraine.
