Former head of the Mykolaiv Oblast Administration, appointed by Zelensky, harshly criticized the authorities
Колишній голова Миколаївської ОДА Олександр Стаднік
Former head of the Mykolaiv Regional State Administration, Oleksandr Stadnik, criticized public administration in Ukraine. In his opinion, incompetent appointments, excessive bureaucracy, impunity of officials, and pressure on business lead to the destruction of the state from within.
Stadnik wrote about this on Facebook.
Stadnik served as the head of the Mykolaiv Regional State Administration from September 2019 to November 2020. He was appointed to this position by President Volodymyr Zelensky.
In his post, the former official described how, in his opinion, the state may gradually lose control due to ineffective management.
“Anyone can destroy a country with missiles, but destroying it in such a way that citizens applaud is true state looting, a high art,” he wrote.
Which, according to Stadnik, leads to the destruction of the state
The former head of the Mykolaiv Regional State Administration highlighted several problems in the work of the state system:
– Appointments based on loyalty, not professionalism. Stadnik believes that key positions are not filled by the most competent specialists, but by people who demonstrate loyalty to the leadership. Because of this, professionals find themselves on the sidelines of decision-making, and unsuccessful reforms are passed off as successes.
– Excessive bureaucracy . In his opinion, the creation of new ministries, departments, commissions, and working groups leads to duplication of functions, increased costs, and dilution of responsibility for results.
– Lack of responsibility for failures . Stadnik argues that unsuccessful decisions are explained by the mistakes of predecessors, the actions of partners, enemies, or external circumstances, while the direct authors of the decisions avoid responsibility.
– Manual management instead of law enforcement . The former head of the regional state administration stated about the unequal application of legislation and selective justice. He also drew attention to cases where people with the right connections, in his opinion, avoid proper punishment.
– Pressure on small and medium-sized businesses . Stadnik criticized taxes, inspections, and constant changes in regulations, which, in his opinion, hinder entrepreneurs from developing their businesses. He also stated problems with strategic enterprises and dependence on external borrowing.
– Problems in education and medicine. In his opinion, low salaries, constant changes in educational programs, and insufficient access to medical services weaken state institutions and negatively affect citizens.
– Using war as a universal excuse. Stadnik believes that war is used to explain problems with governance, restrictions on rights and freedoms, and economic failures. He warns against a situation where citizens are only asked to endure and remain silent, instead of the state fulfilling its obligations to them.
According to the former official, the combination of these problems leads to a loss of trust in the government, a weakening of the economy, and a worsening of the country’s prospects.
“Because imperceptibly destroying a state is not about destroying a flag or a ministry. It is about taking away its people, law, trust, economy, and future, forcing the system to continue receiving salaries on ruins,” Stadnik concluded.
