Former political prisoner Volodymyr Balukh was beaten in the Kyiv CCC: what the department and the police say

Former political prisoner Volodymyr Balukh reported being beaten at the Shevchenkivskyi District Territorial Center for Recruitment and Social Support in Kyiv. The CCC denies the use of force, and the police are investigating the circumstances of the incident.

According to Volodymyr Balukh, the events began after he was invited to the Pechersk district police station to provide explanations based on the prosecutor’s statement in the Roman Chervinsky case. After that, according to him, he was detained and taken to the CCC.
“I arrived, gave an explanation, and after that, at the exit, literally two meters away, there was a van – they pushed me into it and took me to the CCC, saying that I was allegedly wanted. Everyone was in military uniform, but no one gave their names, no one showed any documents,” said Volodymyr Balukh.
He also reported that he had a bruised chest and shoulder. According to him, he had been taken to the CCC the day before.
The Kyiv Territorial Recruiting Center confirmed that Volodymyr Balukh was taken to the Shevchenkivskyi district department and sent to undergo a military medical examination. At the same time, the department denied the use of force.
“During the entire time the citizen was in the premises of the CCC and the SP, there were no unlawful actions against him by military personnel, no physical force or means of restraint were used,” the report says.
The CCC noted that according to available data, Balukh was not entitled to a deferment, was not booked, and was subject to conscription during mobilization. At the same time, during the data update, it turned out that he has a group 2 disability, but did not issue a deferment.
The center also reported that the military medical examination was later suspended, in particular due to the lack of assistance from the conscript himself.
After the incident, law enforcement officers began an investigation. Kyiv police reported that an investigative and operational team was sent to the medical facility.
“An investigative and operational group has been sent to the medical facility to clarify all the circumstances and take a statement. The issue of the legal qualification of the incident is being resolved,” the police noted.

The persecution of Volodymyr Balukh began after the occupation of Crimea in 2014. In 2017, he was sentenced to 3.5 years in prison on charges of possessing ammunition, and in 2018, he was sentenced to 3 years and 7 months in a penal colony and a fine of 10,000 rubles.
Thus, on September 7, 2019, Volodymyr Balukh returned to Ukraine as part of an exchange during which 35 people were released.
