From April 1, the procedure for notifying those liable for military service is changing in Ukraine – electronic summonses can be received online in the user’s account.
This was reported by Novini.LIVE with reference to lawyer Anna Daniel.
According to her, in accordance with the updated legislation, a summons is considered served from the moment it appears in the electronic account, in particular in the “Reserve+” application.
“If the summons appears in the system, you are legally notified. The state does not need to prove that you pressed the “read” button,” the lawyer explained.
At the same time, currently the main official method of remote delivery remains registered letter via Ukrposhta.
Electronic messages in “Reserve+” still have informational status, but the introduction of an electronic signature by the CCC can make digital summonses a full-fledged legal document.
The lawyer emphasizes that the absence of a smartphone or the removal of the application does not exempt from liability.
She also noted that the introduction of electronic summonses could lead to an increase in the number of litigation and criminal cases.
As previously reported, the Ministry of Defense of Ukraine is working on a package of changes that will concern mobilization, unauthorized abandonment of a unit (SZCH), as well as service conditions for stormtroopers and infantrymen.
As a reminder, Ukrainian men who have three or more minor children can now apply for a deferment from mobilization through the “Reserve+” application.
