A shooting and arson incident occurred in Kyiv on April 18, resulting in the killing of the attacker. According to police, the incident began as a domestic conflict that later escalated into an armed attack.
This was announced by the head of the National Police of Ukraine, Ivan Vyhivskyi.
According to him, the police were called at 4:32 p.m. to report a domestic dispute between citizens. Patrol officers arrived at the scene as if it were a normal conflict, but the situation quickly escalated.
The head of the National Police described the events of that day.
“The call came in at 4:32 p.m. about a conflict on the street between citizens. The police initially arrived simply as if it was a domestic quarrel. And when the call came in, he had a traumatic gun with him, he fired shots in the direction of a neighbor with whom he had a conflict… After that, he ran to his apartment, took this weapon, with which he then went to the supermarket, and set the apartment on fire, doused it with liquid,” said Ivan Vyhovsky.
The attacker then continued his actions with a weapon and was eliminated during a special operation. According to the investigation, the total duration of the active phase of the events was about 10 minutes.
After the incident, police began investigating the attacker’s identity and background. The head of the National Police reported that he served in the Armed Forces of Ukraine.
“He is a native of Moscow, but he served in the Armed Forces of Ukraine since 1992, mainly in the Odessa region, in the automobile troops. He retired in 2005. After that, he left for Russia, and in 2017 he returned and lived in Bakhmut,” Ivan Vyhovsky noted.
Also, according to police, investigators analyzed his behavior and activity on social networks.
“He has such negative views there… You can’t say that he had a Ukrainian position. It’s probably a little in the wrong direction,” said Ivan Vyhovsky.
Separately, he reported that the man had conflicts with neighbors and was described as a closed person.
“We raised all the challenges that came from him, conflict situations – mainly domestic ones. And yesterday there was a publication in Telegram channels that he was being held accountable for causing minor bodily harm, but in court he reconciled according to the law, and this is the basis for closing such criminal proceedings. And these are actually rehabilitative grounds, they are not grounds for revoking his permits to own weapons,” the head of the National Police noted.
Regarding possible ties to Russia, the police noted that this issue is being investigated by the Security Service of Ukraine.
“It’s possible, and it could be,” said Ivan Vyhovsky, commenting on the possibility that the attacker was working for the Russian Federation.
As is known, an unknown person opened fire on people in the Holosiivskyi district of Kyiv . Subsequently, Kyiv Mayor Vitaliy Klitschko reported that a child was injured as a result of the shooting in the capital, and is currently hospitalized.
