In Ukraine, mandatory basic military training for students of higher education institutions officially started on September 1, 2025. It includes 300 hours of classes — from theoretical lectures at universities to practical training at the training centers of the Armed Forces of Ukraine.

This is stated in the text of Law No. 3580-IX .

With the beginning of the new academic year in Ukraine, the provision of Law No. 3580-IX of May 16, 2024, which provides for the introduction of mandatory basic combined military training (BZVP) for students of higher educational institutions, came into force. Its goal is to form basic military competencies in young people, strengthen national security, and prepare citizens to defend the state in the face of modern challenges.

The BZVP program consists of 300 academic hours , of which 90 hours are devoted to theory , which will be taught during the educational process in universities, and 210 hours students will spend in special centers of the Armed Forces of Ukraine during the holidays. Before practical classes, each student is required to undergo a medical examination.

It is important that refusal of the practical part for male students who are eligible for military service may be grounds for their expulsion from the educational institution.

At the same time, exceptions are provided. The following are exempt from passing the BZVP:

  • those who are recognized as unfit due to health conditions;
  • those who have already completed military service in Ukraine or another state before acquiring Ukrainian citizenship;
  • those who have a certificate of completion of basic training earlier.

Women can join the training voluntarily if they register for military service at territorial recruitment centers.

Upon completion of the program, students will take a military oath, receive a certificate, and receive a military accounting specialty. This will allow them to avoid mandatory basic military service between the ages of 18 and 25.

In addition, passing the BZVP will become a mandatory condition for first employment in state authorities, local governments, and the prosecutor’s office.

Recall that a separate Law No. 3633 in Ukraine also introduced basic military service for men aged 18 to 25.

Earlier, Ukrainian President Volodymyr Zelensky signed a law introducing mandatory military training for students of medical institutions of higher education.

By the way, on September 1, 2025 , basic military training for students of higher educational institutions will start in Ukraine .
