FRU asks the Government to align the rules for booking employees for businesses and state structures

The Federation of Employers of Ukraine (FRU) has appealed to Prime Minister Yulia Svyrydenko and the Ministry of Economy with a proposal to update the mechanism for reserving military personnel.
The business demands to reduce the processing time for rebooking applications to 24 hours, the organization’s press service reported .
Accounting for mobilized people in the reservation system
The FRU reminds that after the start of the full-scale war, many companies have retained jobs for employees who are currently serving in the Armed Forces of Ukraine and continue to pay them wages. According to the organization, including such individuals in the reservation system will allow enterprises to quickly replace their positions without losing production capacity and at the same time support mobilized employees.
Why does a business offer to reduce the rebooking period?
Currently, applications from even critical businesses can take up to three days to process, which the FRU says creates risks of mobilizing key workers before the process is complete. The federation is pushing for this time to be reduced to 24 hours to avoid delays and maintain business continuity.
In addition, businesses are drawing attention to the inequality between the private sector and state structures, which have the right to reserve employees without specifying a deadline for considering applications. This approach, the FRU believes, violates the principle of unity of rules and puts businesses at a disadvantage.
Proposals for the Cabinet of Ministers
The federation is calling for a return to the system that was in place in early 2025, when critical businesses could confirm their status and book workers within 24 hours. This system, according to the FRU, worked quickly and efficiently.
Employers emphasize that their proposals are designed to maintain a balance between the defense needs of the state and the economic stability of business. The FRU also expressed its readiness to participate in the preparation of amendments to the Cabinet of Ministers Resolution No. 76 of January 27, 2023, which regulates the procedure for reserving employees.
Recall that the final text of the bill on the reservation of military personnel with deficiencies in their registration documents unexpectedly excluded the norm that applied to employees of critical enterprises . As a result, the right to reservation now applies only to the defense sector.
