Germany plans to tighten requirements for the German language exam for migrants taking integration courses from November 1, 2026. The changes may also affect Ukrainians taking this test.
This is reported by Bild, citing a draft resolution of the German Ministry of the Interior.
According to the publication, the new rules are being introduced due to an increase in cases of cheating on language exams. Some participants illegally purchased tasks and ready-made answers online, which they then used during testing.
The Deutsch-Test für Zuwanderer (DTZ) tests four skills: listening, reading, writing and speaking. A participant can now confirm level B1 even if they fail the written test, as long as they have performed well in the other required parts of the test.
According to the German Ministry of the Interior, there have been cases where participants answered listening and reading questions correctly thanks to purchased answers, but did not complete the written task at all.
Under the new rules, the exam will not be counted if one of its parts is completed improperly. In this way, the authorities seek to prevent certificates from being obtained through fraud.
According to Bild, 318,550 migrants took the language exam in 2025. 55% of participants achieved level B1, another 32.2% achieved level A2, and 12.8% did not even reach A2.
The changes are planned to be implemented from November 1. They will concern the DTZ exam, which is taken after the language part of integration courses in Germany.
Germany has previously tightened rules for providing social assistance . Recipients may have their benefits reduced or canceled for refusing to find work or violating the requirements of employment centers.
