GUR revealed Russia’s “shadow fleet”: 18 out of 26 vessels are not under sanctions

The Main Intelligence Directorate of the Ministry of Defense of Ukraine has published information about 26 vessels that Russia uses to transport oil, petroleum products, liquefied gas, and agricultural products from the temporarily occupied territories of Ukraine.
The data was published in the “Naval Vessels” section of the War&Sanctions portal.
The list includes tankers working in the interests of Russian oil and gas companies, including Lukoil, Rosneft, Surgutneftegaz, Novatek, Tatneft, and Gazprom.
Separately, the intelligence has identified dry cargo ships used to export Ukrainian grain through the ports of Berdyansk, Sevastopol, Kerch, and Feodosia. The list also includes LNG tankers transporting gas from the SAAM FSU floating storage facility, where the products of the sanctioned Russian project “Arctic LNG-2” are stored.
The GUR noted that 18 out of 26 vessels are not under sanctions from any of Ukraine’s partner countries.
Among them is the bulk carrier LAMAR S, which repeatedly loaded wheat in occupied Sevastopol in 2026. Later, the grain was transported, in particular, to Syria. Another vessel, the NAYA FALCON, this year transported baking soda and wheat bran from Sevastopol to Egypt and Cyprus.
Also on the list is the tanker GREGAL, owned by a UAE company affiliated with the Russian Sovcomflot.
The intelligence community emphasized the need for coordinated sanctions and the detention of ships that violate restrictions. This, according to the GUR, should help reduce the capabilities of Russian maritime logistics and deprive the Russian Federation of resources to continue the war.
It was previously reported that the EU is stepping up the fight against the Russian “shadow fleet” that Moscow uses to circumvent sanctions. European naval missions have begun to inspect suspicious vessels directly at sea.
In addition,Russia continues to expand its shadow fleet for transporting liquefied natural gas, which is under US sanctions. Four more tankers previously owned by Oman have been involved in the transportation.
