He overstated prices by four million: the supplier of ATVs for the Armed Forces of Ukraine is suspected of embezzlement

The director of a company from Volyn is suspected of embezzling almost UAH 4 million of budget funds during the supply of ATVs for the military unit of the State Border Guard Service of Ukraine. According to the expert report, the cost of the actually delivered equipment was overstated by almost UAH 3.9 million.

This is reported by the Prosecutor General’s Office.

In December 2025, the military unit concluded a contract with the enterprise for the purchase of 28 Segway AT10 Standart ATVs of 2025 model year. The price of one ATV was over 699 thousand UAH, and the total payment exceeded 19.5 million UAH.

The investigation found that the delivered equipment did not meet the agreed specifications in a number of characteristics. In particular, the height, width and length of the ATVs, the characteristics of the rear wheels and LED lighting were different.

The vehicle also lacked the rear protective bumpers and extended wings that were included in the package.

According to the expert opinion, the cost of the actually delivered ATVs was overstated by almost UAH 3.9 million, which is about 20% of the total purchase amount.

Under the procedural guidance of the Sumy District Prosecutor’s Office, the director of the enterprise was informed of suspicion of misappropriation of another’s property through abuse of official position, committed under martial law and on a particularly large scale under Part 5 of Article 191 of the Criminal Code of Ukraine.

The issue of imposing a preventive measure on the suspect is currently being decided.
