Landmark Pact for Justice: Ukraine and Council of Europe to Create Special Tribunal for Russian Aggression

On June 25, in a momentous development for international justice, President Volodymyr Zelenskyy will make his first official visit to the Council of Europe in Strasbourg to sign a landmark agreement with Secretary General Alain Berset — launching the creation of a Special Tribunal to investigate Russia’s crime of aggression against Ukraine.

This was reported by the press service of the Council of Europe.

It is noted that the agreement includes the Statute of the future tribunal, which will be established within the framework of the Council of Europe, providing a legal basis for holding the Russian leadership internationally accountable.

“This tribunal, established within the Council of Europe, should be a response to aggression that violates the UN Charter. We are not acting according to double standards, but in line with the principles of international law,” emphasized Alain Berset.

Ukrainian parliamentarians describe the signing of the agreement as a “dream of justice” finally becoming a reality. Yevheniia Kravchuk, a member of the Verkhovna Rada’s permanent delegation to PACE, highlighted that this decision is a step toward ensuring that aggression never goes unpunished again.

The future special tribunal is expected to become a key instrument in the pursuit of international justice, aimed at prosecuting the crime of aggression — a crime currently outside the jurisdiction of the International Criminal Court.
As reported, the Secretary General of the Council of Europe, Alain Berset, stated that a special tribunal on the crime of aggression will be established within the Council of Europe. This could happen as early as 2025. So far, 41 countries have joined the initiative.

By the way, the group of states working to establish a special tribunal for the crime of Russian aggression against Ukraine has completed the preparation of the technical and legal documents necessary for its launch under the auspices of the Council of Europe.
