How kindergartens will operate without electricity, water, and heating: explanation from the Ministry of Education and Science

A power outage in itself will not mean that the kindergarten will stop working and parents will be asked to pick up their children immediately. The institution will be able to continue operating if it has water, heat, and the ability to provide normal and safe conditions.
This is stated in the clarification of the Ministry of Education and Science regarding the work of educational institutions in the fall and winter of 2026-2027.
The decision in each case will be made by the kindergarten director. He or she must take into account whether the building has electricity or backup power, water and heating, whether the bathrooms, ventilation and kitchen are working, and whether the children can be fed properly.
Therefore, a short power outage will not be a reason to stop working if the kindergarten has a generator or other backup power supply and all the necessary conditions for children are maintained.
If, along with the power, water or heat go out, the kitchen doesn’t work, or the premises become too cold, the kindergarten may shorten its working hours. In this case, parents will be asked to pick up their children earlier. If the problem cannot be resolved quickly, the kindergarten may temporarily stop accepting children.
If there is no water in the kindergarten, they should check whether there are enough supplies for drinking, hand washing, toilets, cleaning and cooking. If it is impossible to provide the necessary conditions, children will not be allowed to cook.
If parents are asked to pick up their child early but cannot arrive immediately, they will remain under the supervision of staff until they arrive.
During an air raid, children should be taken to a shelter and remain with them until the air raid is over. If the parents and their child are on their way to kindergarten when the air raid occurs, they should go to the nearest available shelter. If it is the kindergarten’s own shelter, the child can be handed over to a responsible employee there.
At the same time, employees should not leave the shelter during an alarm to meet parents or children.
The kindergarten must notify parents of any reduction in working hours or other changes by phone, chat, email, or other usual method.
