How much is spent from the budget on the “cashback on fuel” program: the Ministry of Economy has named the exact amounts

The Ministry of Economy, Environment and Agriculture reported on the costs of the “Cashback for Fuel” program in Ukraine. Daily payments to Ukrainians amount to about UAH 20 million, which are directed to specific needs.
This was stated by the head of the ministry, Oleksiy Sobolev, during the “Question Hour” to the government in the Verkhovna Rada.
According to him, the program is in demand among the population. According to him, the funds have a specific purpose and are used to cover basic expenses.
“Regarding the fuel cashback program. Currently, the program costs UAH 20 million per day. We see that it is used by people who really need it,” the minister said.
He also noted that the accrued funds are targeted and have a specific purpose. According to Sobolev, they are used, in particular, to pay for utility services.
“Furthermore, this money is targeted – it goes to people and is labeled, it is used to pay off utility bills,” he added.
The Minister emphasized that the claims about the use of the program by owners of expensive cars are not true. He clarified that there is a limit on the amount of payments – up to UAH 1,000 per user per month.
“The fuel cashback program is targeted,” Sobolev emphasized.
According to him, alternative approaches, including tax cuts, could lead to unlimited use of benefits.
“The alternatives proposed by the opposition, on the contrary, would allow people to use this discount without restrictions,” the minister explained.
The “Cashback for Fuel” program has been in effect since March 20 and is designed to last until May 1, 2026. The accrued funds can be used to pay for utilities, medicines, Ukrainian-made products, books, postal services, or support for the Armed Forces of Ukraine. The program was introduced after fuel prices rose in March.
Recall that Ukrainians will be able to receive up to 15% cashback for purchasing fuel at gas stations. The funds received will be credited to a special card and will be used to pay for Ukrainian goods and services. The total volume of the new cashback program is estimated by the Ministry of Economy at approximately 3 billion hryvnias. The funds will be redistributed within the budget of the ministry.
In addition, President of Ukraine Volodymyr Zelenskyy announced that the government is preparing new support programs for pensioners and people receiving social assistance. In particular, the Ministry of Social Policy of Ukraine is to prepare assistance for April. At least 13 million Ukrainians will be able to receive additional payments of 1,500 hryvnias .
However, economic and political expert Pavlo Rozenko believes that initiatives to pay 1,000 hryvnia to all citizens, including wealthy officials, look like PR campaigns, rather than balanced social support . This raises legitimate questions from the IMF and the European Union about the sources of financing for such programs.
