How “Reserve+” works and who can get a deferral online

Since the fall of 2024, the Reserve+ application has included the ability to apply for an electronic deferment from mobilization — though not yet for all categories. Other conscripts must contact territorial recruitment centers (TCK) and apply for a deferment there.

Who can apply for a deferral in “Reserve+” now:

– people with disabilities (if they have a current certificate or data in the EICC)

– persons with temporary incapacity (by decision of the VLK)

– students, postgraduates, doctoral students of full-time or dual forms of study

– military spouses who have a child under 18 years old

– parents of three or more children under 18 years of age

How to submit a request:
In the application, you need to click on the three dots next to the military registration document and select “Submit a request for deferment.” You don’t need to add any scans or files — “Reserve+” checks everything automatically through the relevant state registers.

What to do if there is no data:
If the application does not find the necessary information, you should contact technical support or the Social Security Administration, depending on the category.

Importantly:

if there is already a valid deferral, a new request is not submitted;

If the status is confirmed, it immediately appears in an electronic document that has the same legal force as a paper document.

How to apply for a deferment offline:
Through the CCC with an application, documents (certificates, references, etc.) and a military ID. The commission considers the application within 7 days. In case of refusal to accept the application, this is a violation of the law, the decision should be made only by the commission.

How long is the deferral granted for?

most categories — until the end of martial law (90 days, with subsequent extension)

people with disabilities – until the end of the certificate’s validity period

students and scholars – for the period of study (up to 6–12 months, including holidays)

“The deferment should be renewed in advance,” lawyers advise, because without a valid status, a conscript may be mobilized.

We remind you that new categories of citizens will soon appear in the “Reserve+” application who will be able to apply for a deferment from mobilization.

As reported, the Reserve+ application now offers the ability to pay a fine online for failing to update personal data by July 16, 2024.
