How the automatic deferral renewal system will work: clarification from the Ministry of Defense

Ukraine will begin automatically extending deferrals from mobilization on November 1. Conscripts will be able to submit documents through the “Reserve+” application or through the Centers for Administrative Services (CASS).

This was stated by the head of digital projects of the Ministry of Defense, Mstislav Banik, on the air of a national telethon.

It is noted that about six hundred thousand Ukrainians will receive an extension of deferrals without personal applications. This system is being introduced to reduce queues at territorial recruitment centers, simplify the process, and increase transparency.

“In order to reduce queues at the CCC, reduce the load, and make the process more transparent, we are automatically extending most of these postponements — indeed, about six hundred thousand — people do not need to do anything for this,” Banik emphasized.

The system will check the grounds for the postponement in state registers – in particular, the presence of three children, the fact of study or scientific activity. In such cases, a visit to the CCC or ASC will not be required, and a notification about the extension will appear in the “Reserve+” application.

New deferrals can be issued in two ways: through “Reserve+” or in person at the ASC. Nine of the eleven main deferral categories are already available in the online application, the rest will become available in the coming days.

“If you are applying for a deferment for the first time, or if there are a lot of paper documents in the category, or you simply do not use the Reserve, you will be able to contact the Central Service Center. But only after November 1,” explained a representative of the Ministry of Defense.

The ASC will only accept documents and forward them to the CCC, which will make the final decision. Seven days after submission, the information can be checked in “Rezerv+” or found out directly at the ASC.

Until October 31, the system will operate as usual, and it is still impossible to submit documents through the ASC. At the same time, you will be able to apply to any ASC, regardless of your place of residence.

The Ministry of Defense recommends using the “Reserve+” application whenever possible to have an up-to-date digital document without additional visits to institutions. Mstislav Banik also clarified that the previous rules will apply when reviewing documents.

“Its current postponement is in effect until November 5, while our martial law period continues. In general, all the rules remain the same as they were three months or six months ago,” he noted.

Thus, submitting documents does not cancel the current deferment, and the status of the conscript remains unchanged until its expiration.

As you know, the Government of Ukraine has introduced automatic extension of military deferments and the ability to issue documents in digital format. This decision will simplify the process for over 600 thousand citizens and reduce the burden on territorial recruitment centers.
