How to apply for “e-Restoration” and the Register of Losses: clarification from the Ministry of Digital Affairs

The Ministry of Digital Transformation of Ukraine reminded of the procedure for submitting applications for compensation for damaged or destroyed property through the “eRecovery” program and the international Register of Damages. Citizens were also urged to record all destruction and losses in order to subsequently receive compensation.

Deputy Minister of Digital Transformation Valeria Koval noted that two tools are available for victims of Russian shelling in the application and on the “Diya” portal: the state program “eRecovery” and the international Registry of Damages (RD4U).

To receive compensation under the “eRecovery” program, the ownership of the housing must be entered in the State Register of Property Rights. If the real estate was registered before 2013, it must be registered through the “Diya” portal, a notary, or the Center for Administrative Services.

Applying for the program consists of two stages. First, you must submit a report of property damage, then apply for compensation. If the housing needs to be repaired, the applicant can receive funds on a special “eRecovery” card. In the event of complete destruction of the housing, you can apply for a housing certificate or receive funds for the construction of a new house.

The Ministry of Digital Affairs emphasized that you can submit an application through the “Diya” application or portal, as well as offline through the Center for Administrative Services or a notary. If compensation is denied, after eliminating the reasons for the denial, you can submit the application again.

Separately, the department reminded about the international Register of Damages, which is the first stage of the international mechanism for future reparations from Russia. Individuals, businesses, and government institutions can submit an application.

The Register can record various categories of losses, including:

  • damage or destruction of housing;
  • damage to non-residential property;
  • loss of residence;
  • death of close relatives;
  • physical injuries or psychological trauma;
  • business losses, including destruction of property, equipment, vehicles or goods.

The Ministry of Digital Transformation recommends that when submitting an application, attach SES acts, police documents, photographs, medical certificates, financial documents, and other materials that confirm the damage caused. At the same time, the absence of some documents is not a reason for refusing to submit an application.

“Please record every destruction and every loss. Take care of yourself,” said Deputy Minister of Digital Transformation Valeria Koval.
