HRW opposed the transfer of cluster munitions from Turkey to Ukraine: why are they dangerous?

Human Rights Watch has called on the US Congress to prevent the transfer of cluster munitions stored in Turkish warehouses to Ukraine, saying such weapons could pose additional risks to civilians.

According to human rights activists, the ammunition contains about 10 million submunitions. Widdersheim, deputy director of the Washington office of HRW, said that the use of old cluster munitions poses a risk due to the possible failure of some of the submunitions, which may not explode immediately.
Human Rights Watch also drew attention to US legislative restrictions on the export of cluster munitions. Although Washington is not a party to the Convention on Cluster Munitions, US budget legislation has restricted their export since 2009. At the same time, the president can decide to bypass these restrictions under certain conditions.
“It is not publicly known whether the Trump administration has made a similar decision in this case to circumvent the export moratorium. Congress has the power to review the transfer and pass a joint resolution of disapproval to block the sale,” HRW said.
It was previously reported that Ukraine purchased American weapons from Turkey, including 70 M39 ATACMS ballistic missiles, 12 M270 MLRS installations, and related ammunition.
