Hungary has again opposed Ukraine’s further progress towards the European Union. At a meeting of the EU Council working group in Brussels on October 27, Budapest refused to approve the results of the review of two more negotiation clusters that are necessary for Ukraine’s accession to the EU.
This is reported by “European Pravda” with reference to EU diplomats.
According to one of the publication’s interlocutors, Hungary’s position remains unchanged. The country does not support the opening of the fourth and fifth negotiation clusters.
At the same time, the EU Council knew in advance that Budapest was not going to change its decision. Despite this, the issue was brought up for discussion again.
One diplomat suggested that in this way European countries wanted to increase political pressure on Hungary, rather than achieve an immediate solution.
These are the last two negotiation clusters that Ukraine still has to open on its path to EU membership.
The fourth cluster covers issues of transport, energy, ecology and combating climate change. The fifth concerns agriculture, fisheries, regional development and budgetary policy.
Ukraine expects to open both clusters by the end of 2026. However, Hungary has not yet agreed to support this step.
As a reminder, on October 13, the European Union officially opened two negotiation clusters for Ukraine – No. 2 “Internal Market” and No. 3 “Competitiveness and Inclusive Growth”. This became possible after the necessary amendments to Ukrainian education legislation were agreed.
Earlier, on October 7,Hungary agreed to further advance these two clusters , which it had previously blocked for several months.
