Hungary gave the “green light” to open two clusters for Ukraine

Hungary has agreed to further advance Ukraine’s accession negotiations with the European Union regarding two clusters that Budapest has blocked for several months.

This was reported by “European Truth” with reference to a source in the EU familiar with the progress of the negotiations.

These are Cluster 2 “Internal Market” and Cluster 3 “Competitiveness and Inclusive Growth”.

According to the publication, the EU Council’s COELA enlargement working group approved the screening results for Ukraine in both clusters. After that, EU ambassadors in Coreper agreed to send letters to Ukraine and Moldova requesting them to present their negotiating positions.

Thus, Budapest has lifted the block that prevented Ukraine from moving to the next procedural stage. At the same time, the clusters themselves have not yet been opened .

COELA is expected to prepare a draft EU negotiating position in the coming days. Member States could agree on it as early as October 12 , after the Verkhovna Rada adopts legislative amendments on education in national minority languages.

If all necessary decisions are made, an intergovernmental conference between Ukraine and the EU may be held on October 13 , at which clusters 2 and 3 will be able to formally open.

Recall that Hungary previously agreed to unblock two negotiation clusters on the condition that Ukraine makes amendments to the Law “On Education” regarding the rights of national minorities.

Back on September 29, Budapest blocked the approval of the screening results , which prevented Ukraine from moving on to the next stage of the negotiation process.
