Hungary is ready to unblock two clusters for Ukraine: condition named
Hungary has agreed to unblock two negotiation clusters for Ukraine’s accession to the EU, provided that Kyiv adopts amendments to the law “On Education”. These are clusters No. 2 “Internal Market” and No. 3 “Competitiveness and Inclusive Growth”.

According to the agreement, Ukraine must adopt amendments to the Law “On Education”, agreed with representatives of national minorities. In response, Hungary has pledged to unblock the opening of two clusters in negotiations on Ukraine’s accession to the EU.
Ukraine has already taken the first step – the Verkhovna Rada has registered a relevant bill. The document provides, in particular, for the introduction of the status of a national minority school.
Hungary is expected to agree on a further technical step at a meeting of the EU Council’s enlargement working group COELA on October 6. This involves agreeing to send a letter to Ukraine requesting that it provide the EU with negotiating positions for clusters 2 and 3.
After that, Ukraine and the EU must go through the necessary technical procedures. The Verkhovna Rada must adopt amendments to the Law “On Education” before the meeting of the EU Council, scheduled for October 13.
Deputy Prime Minister for European Integration Vsevolod Chentsov said that Ukraine expects to open two clusters after the agreements are fulfilled.
At the same time, the agreement provides for further progress in the negotiations. Ukraine expects that the remaining clusters in the EU accession negotiations will be opened by the end of the year.
It was previously reported that Hungary has once again blocked Ukraine’s progress in negotiations on joining the European Union. Budapest did not support the approval of the screening results of clusters No. 2 and No. 3, which are necessary for further preparation for their opening.
