Hungary opposed the opening of clusters 4 and 5 to Ukraine

Hungary has once again blocked Ukraine’s progress in negotiations to join the European Union. Budapest refused to agree on the results of the review of the last two negotiation clusters.

This was reported by “European Truth” with reference to several EU diplomats familiar with the course of the meeting.

On October 20, during a discussion in the EU Council Working Group on Enlargement (COELA), the representative of Hungary opposed the approval of the screening results of clusters No. 4 and No. 5. This hinders further preparations for their opening.

There are two areas of negotiation:

  • Cluster No. 4 “Green Agenda and Sustainable Connectivity” – transport, energy, trans-European networks, environment and climate policy.
  • Cluster No. 5 “Resources, Agriculture and Cohesion Policy” – agriculture, veterinary and phytosanitary policy, fisheries, financial and budgetary issues.

EU diplomats did not specify what arguments the Hungarian side used to explain its refusal.

As a reminder, on October 13, the European Union officially opened two negotiation clusters for Ukraine – No. 2 “Internal Market” and No. 3 “Competitiveness and Inclusive Growth”. This became possible after the necessary amendments to Ukrainian education legislation were agreed.

Earlier, on October 7,Hungary agreed to further advance these two clusters , which it had previously blocked for several months.
