Hungary plans to terminate the president’s powers early: reasons

The Hungarian government has submitted to parliament a bill on a large-scale constitutional reform that envisages changes to the system of public administration. One of the provisions of the document is the early termination of the powers of the current President Tamás Szujók.

Hungarian Prime Minister Peter Magyar announced the submission of the bill. According to him, the government has prepared 17 amendments to the Constitution after conducting a large-scale survey in which tens of thousands of citizens participated. The package of reforms consists of 12 main points.
“We will free Hungary from a system that has held the state captive, robbed the nation and occupied the institutions of the republic for decades,” said Peter Magyar.
The document provides for limiting deputies’ stay in parliament to three terms, expanding the powers of judicial self-government, returning broader powers to the Constitutional Court, and setting an age limit for its judges at 70 years.
The bill also provides for the creation of a special service to search for and return illegally appropriated state funds, the abolition of the Fiscal Council’s right to block the budget, the reduction of the list of laws requiring a two-thirds vote for adoption, the dissolution of the Parliamentary Guard, and the change of administrative names of districts.
The most resonant part of the reform is the early termination of the powers of President Tamás Šuyok. According to Magyar, the head of state helped the team of former Prime Minister Viktor Orbán.
“The rebuilding of Hungary cannot begin with the same person who remained the most important state figure who contributed to the collapse of the republic. He failed our country when the Orbán government occupied institutions and dispersed state property,” the prime minister said.
Parliament is expected to vote on a new president this summer. He will serve for up to 5 years, after which the government plans to begin drafting a new constitution in the fall of 2026.
