Hungary will continue to provide protection to Ukrainian conscripts

Hungary has informed the European Commission that it will not apply the provisions of EU rules on temporary protection that apply to Ukrainians with outstanding military service obligations. This means that protection can continue to be granted to Ukrainian citizens who left the country without the permission of the Ukrainian authorities due to military service obligations.
This was announced by European Commission spokesman Markus Lammert.
He said that member states have some discretion when applying the new rules. Hungary has informed the European Commission that it is making use of this possibility.
The Council of the EU previously determined that temporary protection should not, as a rule, be granted to newly arrived Ukrainian citizens who were not allowed by the Ukrainian authorities to leave the country due to their military duties.
At the same time, Lammert stressed that EU states have some freedom in the practical application of this provision. The European Commission is also working on additional operational clarifications for member states.
It was previously reported that Ukrainian men aged 23 to 60 who arrived in Germany after July 31, 2026, must confirm the fulfillment of military obligations in Ukraine or the presence of legal grounds for exemption from them in order to receive temporary protection. Ukrainians who are in Germany illegally may face deportation.
