The time of indulgence — granted by international partners and Ukrainian society — is running out. The excuse “I have the right to make a mistake” no longer holds. A return to the old ways won’t suffice. What’s needed now is the restoration of Ukraine’s image — and the legitimacy of its leadership.
Decisive and compensatory steps are urgently needed to restore public trust.
Among the most effective measures — and those that can be implemented within a relatively short timeframe — are:
-
Immediate appointment of the head of the Bureau of Economic Security (BEB).
-
Dismissal of compromised high-ranking officials.
-
Termination of public spending on ineffective projects under the United News marathon, which has exhausted its relevance.
-
Changes in state information policy, particularly the repeal of unlawful decisions that obstruct the work of independent Ukrainian media.
-
Abandonment of the unconstitutional practice of applying surrogate sanctions in place of legal procedures, especially against Ukrainian citizens residing in Ukraine.
-
Restoration of direct and transparent communication between the government and society.
-
Return of subjectivity to the Ukrainian Parliament, including the effective exercise of its oversight functions over the executive branch.
-
Restructuring of the current coalition in line with the Constitution and laws of Ukraine, leading to the formation of a Government of Public Trust.
-
Introduction of a rotation mechanism for civil servants, including law enforcement officers: one year of service near the Ukrainian-Russian border or at the front, followed by one year in safer regions or the capital.
10. For diplomats — primarily ambassadors, representatives to international organizations, and consuls general — there must be a mandatory return to Ukraine after a long-term foreign posting, as well as an end to the abuse of horizontal reassignments (from one foreign country directly to another without returning home).
The main priority is to create the most effective and reliable rear capable of supporting the country’s defense. This includes:
– increasing the efficiency of public administration, particularly by fighting corruption;
– transitioning the country — and especially its industry — to a wartime economy;
– intensifying efforts to counter Russian agents and propaganda, especially those spread through so-called church organizations controlled by the enemy;
– ending political persecution and the unlawful use of law enforcement agencies for political purposes.
Everything must be directed at fighting the real enemy — not political opponents.
This agenda is long overdue. It must be implemented immediately.
