Recently, the State Department, NSA, CIA, and the US National Intelligence Service published a report containing an extremely harsh assessment of the state of affairs in Ukraine, pointing to the formation of a corrupt presidential vertical that has actually subordinated the activities of the Cabinet of Ministers.

This was reported by political scientist Viktor Ukolov on the air of “Pryamoy”.

According to him, the document published by an insider contains harsh criticism of Ukraine’s top leadership, pointing to the formation of a corrupt presidential vertical and appointments to positions based on the principle of personal loyalty, rather than professionalism.

“The executive branch in Ukraine has already been formed in the form of a rigid vertically corrupt presidential vertical with the actual subordinate activities of the Cabinet of Ministers directly to the president and his office,” Ukolov quoted part of the document.

At the same time, he added that according to this report, the president’s actions are primarily aimed at preserving his own popularity, rather than ensuring national interests.

Ukolov stressed that the document indicates a curtailment of the fight against corruption at the highest levels of government and attempts to subordinate anti-corruption bodies to the Office of the President. Such an assessment from key partners, in his opinion, is a worrying signal, since the security and lives of Ukrainians depend on their support.
