IDPs will be able to receive up to two million hryvnias for housing: the government has expanded the “eRecovery” program

Prime Minister of Ukraine Yulia Svyrydenko announced the expansion of the “eRecovery” program. Internally displaced persons who have lost their homes in temporarily occupied territories will be able to receive financial assistance from the state of up to 2 million hryvnias.

According to Svyrydenko, internally displaced persons (IDPs) who have lost their homes in temporarily occupied territories will be able to count on assistance of up to 2 million hryvnias. The funds will be provided in the form of housing certificates that can be used to purchase new housing in any region of Ukraine, except for temporarily occupied ones.
At the start, the program will operate for the most vulnerable categories of citizens:
- combatants (UBD);
- people with disabilities as a result of the war.
The government explains that it is these groups of Ukrainians who have suffered the most from Russian aggression and need priority support.
There are several ways to apply for a housing voucher:
- Through the “Diya” application – the main and most convenient mechanism.
- Through ASCs – this option will become available later.
- Notaries are also provided as an additional channel for submission.
It is noted that the resolution will enter into force after official publication, and the program itself will begin operating in two months. This will allow the necessary technical mechanisms to be prepared and payments to be transparent.
How does “eRecovery” work?
The program was introduced on May 10, 2023. Its algorithm looks like this:
- A citizen submits an application through “Diya”.
- The commission reviews the documents and determines the amount of compensation.
- The information appears in the application.
- After that, you need to “reserve” the funds and wait for confirmation.
- A person terminates ownership of a destroyed home and enters into a purchase and sale agreement for a new one.
- The funds in the form of a housing certificate are transferred to the seller of the apartment or house.
Thus, citizens actually have the opportunity to purchase new housing to replace the destroyed one, without having to receive money in hand themselves.
The expansion of “eRecovery” is a step by the state to support those Ukrainians who lost their homes as a result of the war and have still not been able to restore normal living conditions. The program is especially relevant for displaced persons from temporarily occupied territories who are left without property and need a stable place to live.
By the way, the head of the parliamentary committee on the organization of state power and urban development, Olena Shulyak, reported that on September 10, the updated “eOselya” program will start in Ukraine , which is designed to provide real support to internally displaced persons and residents of frontline territories.
