In 2026, 40% of Ukrainian couples got married because of “Action”

In the first half of 2026, 40% of couples in Ukraine used the Action digital service to register their marriage. By comparison, over the entire last year, 18% of couples chose the online service.

The Ministry of Digital Transformation of Ukraine reported this.

The Ministry of Digital Development, Communications, and Mass Media, together with the Ministry of Justice, continue to expand the service’s capabilities. The government has also supported further improvements to the service, taking into account the needs of various categories of citizens.

The changes are being developed based on user requests to the Action and Ministry of Justice support services. Specialists are analyzing citizen requests and adapting the service to real-world circumstances.

What new opportunities will appear?

By the end of 2026, a number of new features are planned to be gradually introduced into Action:

• the ability to marry widows and widowers completely remotely;
• video ceremonies with barrier-free elements, including the participation of a sign language interpreter for people with hearing or speech impairments;
• International delivery of marriage certificates to 48 countries.

New features will be introduced gradually to ensure stable operation of the service.

In particular, international document delivery is initially being tested in several countries. After the trial period is complete, the list of countries available for certificate delivery is planned to be expanded.
