In Crimea, the Russian military commissar organized an illegal draft of Ukrainians: he was declared suspicious

On September 21, the Security Service of Ukraine in the Autonomous Republic of Crimea reported suspicions to the Russian military commissar in occupied Yevpatoria, Denis Litvinenko. According to the investigation, he organized the illegal conscription of Ukrainians into the Russian armed forces.

This was reported by the “Book of Executioners” project with reference to the Main Directorate of the SBU in the Autonomous Republic of Crimea.

It is noted that Litvinenko was born on November 27, 1978 in Vinnytsia. Since 2018, he has held positions in the Russian occupation structures in the territory of Crimea.

Initially, Litvinenko held positions in the military registration and enlistment offices of Yevpatoria and Sak. In 2020–2021, he served as the military commissar of Yevpatoria, Sak, and Saksky District.

No later than March 2023, he became the acting military commissar of these cities and the district, and has held this position since March 2024.

According to the investigation, Litvinenko organized mobilization training and forced conscription of residents of occupied Crimea into the Russian army. Law enforcement officers documented two cases of conscription of Ukrainians in 2020 and 2024. In these cases, he personally issued and signed draft documents to young men after they turned 18.

In total, Russia conducted 22 conscription campaigns in occupied Crimea from 2015 to 2025. During this time, about 53,000 residents of the peninsula were forcibly recruited into the Russian army.

For draft evasion, occupation courts considered over 625 criminal cases and handed down over 570 guilty verdicts.

For forcing civilians to serve in the army of the occupying power, Litvinenko was reported as suspected under Part 1 of Article 438 of the Criminal Code of Ukraine — violation of the laws and customs of war. He is also charged with high treason and collaboration.
