The Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets reacted to a video from Lviv in which a serviceman from a territorial recruitment center used physical force against a woman during mobilization activities.

The Ombudsman announced this on social media.

According to Lubinets, if the published circumstances are confirmed, they will require a proper legal assessment.

“The use of force against civilians cannot go unchecked, regardless of the circumstances under which it occurred,” he stressed.

The Ombudsman reported that his representative in the Lviv region, Taras Podvirny, has already sent official requests to the Lviv Regional CCC and the Joint Investigation Service, as well as to the Territorial Department of the State Bureau of Investigation in Lviv.

In particular, they request information about the circumstances of the incident, possible legal grounds for the use of physical force, the involvement of police officers, and whether an official investigation has been ordered.

Separately, the State Bureau of Investigation was asked to verify whether this case contains signs of a criminal offense.

Lubinets emphasized that every such incident during mobilization activities must be thoroughly investigated.

“Ukraine needs mobilization to defend itself from Russian aggression. But this does not mean that the law can be set aside. Human rights, respect for dignity, and the rule of law must remain unconditional principles even in conditions of martial law,” the ombudsman emphasized.
