In Russia, military registration and enlistment offices are issuing so-called “mobilization orders” to men en masse. These orders could allow authorities to quickly summon hundreds of thousands of conscripts to assembly points in the event of a mobilization.
The Moscow Times writes about this.
A “Mobilization Order” is affixed to a military ID card. It obliges the conscript to report to the assembly point in the event of mobilization.
According to the publication, several hundred thousand Russians may have already received such orders. Military personnel had issued them before, but in 2026, according to The Moscow Times, the practice became widespread.
At the same time, a summons to the military registration and enlistment office for “data clarification” does not automatically mean mobilization, conscription, or sending a person to the front.
However, if a new wave of mobilization is announced, the presence of such regulations could significantly simplify and speed up the process of recruiting military personnel.
Thus, the mass issuance of mobilization orders does not in itself indicate the beginning of mobilization in Russia, but it does create a ready-made mechanism for the rapid recruitment of a large number of people.
