In the Leningrad Region of the Russian Federation, the NOVATEK-Ust-Luga complex was hit: what is the importance of the facility?

On the night of August 14, units of the Ukrainian Defense Forces struck the NOVATEK-Ust-Luga complex in Slobodka, Leningrad Oblast, Russia. A fire was recorded at the facility, and 2 processing plants were previously hit.

This was reported by the General Staff of the Armed Forces of Ukraine.

NOVATEK-Ust-Luga is a production and transshipment complex for fractionation and processing of stable gas condensate. Its capacity is almost 8 million tons of raw materials per year.

The extent of the damage and the results of the defeat are currently being clarified. The General Staff stated that work on key enemy targets is ongoing.

NOVATEK-Ust-Luga is a large complex of NOVATEK in the port of Ust-Luga, Leningrad Oblast, on the Baltic Sea. The enterprise processes stable gas condensate into petrochemical and fuel products, including light and heavy oil, aviation kerosene, diesel fraction, and a component of marine fuel.

The complex is important for NOVATEK’s export activities, as finished products are shipped from here by sea to international markets. In 2025, the company processed about 7.99 million tons of stable gas condensate.

The importance of the facility for Russia is also due to its location in a major Baltic port and the possibility of direct sea export of processed products. The complex is one of NOVATEK’s key fuel export facilities; significant volumes of petrochemical products, including oil, were supplied to Asian countries.

In addition, the complex is connected to the NOVATEK production chain: the main volume of stable gas condensate from the Purovsky plant arrives at Ust-Luga by rail for further processing or export.

It was previously reported that on the night of August 14, drones attacked the Leningrad region of Russia . Local authorities announced the destruction of 37 drones, as well as damage in the area of the large port of Ust-Luga.

Recall that since the beginning of August , Ukrainian drones have attacked 10 of Russia’s 34 major oil refineries . This is almost a third of the industry’s enterprises.
