In Ukraine, they want to drastically increase fines for speeding

Amid the growing number of fatal road accidents, Ukraine is preparing to tighten the penalties for drivers who violate the speed limit. A bill has already been registered in the Verkhovna Rada, which changes the system of fines and cancels the current “leniency” for exceeding the speed limit by up to 20 km/h.

This was reported by the First Deputy Head of the Patrol Police Department, Oleksiy Biloshitsky, emphasizing that the current fine of 340 UAH for speeding is a “ridiculous punishment” that does not deter violators.

According to police data, from January to September 2025, more than 16,000 road accidents with injuries occurred in Ukraine. The main cause of fatal accidents is speeding.

The bill proposes:

1. Cancel the permissible speed limit of 20 km/h — that is, fines will be imposed for exceeding the speed limit by more than 10 km/h.
2. Introduce a new scale of fines:

exceeding the speed limit by more than 10 km/h — 340 UAH;

for more than 20 km/h — 680 UAH;

for over 30 km/h — 1,360 UAH;

for over 40 km/h — 1,700 UAH;

for over 60 km/h — 2,720 UAH;

over 80 km/h — 3,400 UAH.

If speeding leads to an emergency, the driver’s license may be revoked for a period of 6 months to 1 year.

The document is currently under consideration in parliament. If the changes are approved, the new fine system could come into effect in the near future.

As a reminder, the Cabinet of Ministers proposed to change the terms of voluntary and compulsory payment of fines for road transport safety violations, which are recorded automatically.

As reported, from July 1, 2025 , updated rules of liability for traffic violations came into force in Ukraine.
