Influence, investigation and the “Big Construction”: Wikipedia updated information about Yuri Golik

Wikipedia has updated information on its Ukrainian , English and German language pages about Yuriy Golik, the chief coordinator of the government’s “Big Construction” program.

In particular, the updated Wikipedia article mentions all the key scandals associated with Yuriy Golyk. A significant part of the changes is devoted to corruption cases and journalistic investigations in which he figured. Special attention is paid to his informal influence on state policy. As noted in the material, despite the lack of an official position, Golyk was repeatedly spotted near the building of the Presidential Office.
In 2023, according to Wikipedia, Golik’s car was recorded driving through checkpoints without hindrance – something impossible without a special permit. Golik himself explained this by saying that he lives nearby, but did not provide any clear information about the purpose of such visits.
A separate section is devoted to corruption scandals related to Golyk. In particular, it mentions an investigation into the official’s possible participation in lobbying the interests of the company “Stroyinvest Engineering”, which received contracts for more than UAH 1.5 billion.
A scandal related to a possible leak of official information from NABU is also described. According to journalists, Golik could have received internal documents and correspondence on pre-trial investigations through the adviser to the President’s Office, Georgy Birkadze. Wikipedia also mentions the contents of Golik’s phone – in particular, his correspondence with businessman Denis Ostrovsky, which indicates Golik’s influence on the distribution of state subsidies and contracts, including within the framework of the “Big Construction” program.

He was responsible not only for the communications strategy, but was also involved in the distribution of state contracts.
The story with the company “Stroyinvest Engineering” is mentioned separately – Wikipedia describes searches at Golik’s place and correspondence with the contractor, which indicates close coordination of actions.
Wikipedia specifically highlights the public criticism that accompanied the “Big Construction” program. Experts and public figures noted that even against the backdrop of the obvious threat of a full-scale war, the state continued to invest billions in roads and infrastructure facilities – instead of strengthening defense. In a number of cases, the program’s expenditures were called not just ineffective, but frankly unacceptable in wartime conditions.
In particular, Wikipedia notes that the volumes of financing for the “Great Construction” were so significant that even under Viktor Yanukovych, Ugleprom, which was then considered a “black hole” for the finances of the “Party of Regions”, did not have a similar level of expenditure. A separate section is devoted to discussions about the advisability of large-scale repairs and reconstructions in war conditions and the possibility of reorienting these funds to combat Russian aggression.
The most recent episode recorded in Wikipedia was the 2025 scandal around the water supply system in Kryvyi Rih – an infrastructure project worth UAH 7.7 billion. The article talks about suspicions of overpricing the work, technical violations and possible laundering of more than UAH 3 billion of budget funds.
Let us recall that in August 2024, journalists conducted an investigation into the winners of the tender for the construction of the National Military Memorial Cemetery for 1.75 billion hryvnia in the Kyiv region. It turned out that the scandalous curator of the “Big Construction” Yuriy Golik and the former chairman of the Brovary District State Administration Georgy Birkadze were involved in this.
Earlier, in October 2023, it was reported that the coordinator of the “Big Construction” Yuriy Golik, despite the scandals with road contracts, continues to regularly go to Bankova to the President’s Office. This was reported by journalists of the Bihus.Info project.
According to the publication “Zerkalo Nedeli”, Yuriy Golik continues to keep his office on the third floor of Bankova. Journalists also recalled that NABU detectives are investigating how a private company received a record amount of 1.5 billion hryvnia for roads in Dnipropetrovsk region. In December last year, NABU detectives conducted searches at the former head of the regional military administration Reznichenko, as well as at Golik himself, who in 2020 became the coordinator of the “Big Construction” program initiated by the president.
