“Informal payments” and sanctions trading: what corruption schemes “flourished” during Bakanov’s time

Boryslav Bereza, a member of the Ukrainian parliament of the 8th convocation, and businessman Serhiy Vaganyan spoke about a large-scale corruption network in the Security Service of Ukraine during the leadership of Ivan Bakanov. Bereza and Vaganyan talked about the existence of a system of informal payments in the SBU, which, according to them, was built by Ivan Bakanov and Andriy Naumov. The story deals with the adoption of key decisions in the service, the application of the so-called “telephone law”, and the real distribution of influence in the leadership of the agency.
The topic of Ivan Bakanov’s activities during his tenure as head of the SBU and allegations that the service was managed informally are also raised. Separately, the issue of the possible use of sanctions by the National Security and Defense Council of Ukraine is mentioned, in particular allegations that they are used in the interests of individuals or businesses.
The video talks about opposition to the head of Ukrposhta, Ihor Smilyansky, in the fight against smuggling, as well as the alleged benefit of individual SBU officials. In addition, the authors of the material talk about the interaction of Ivan Bakanov and Andriy Naumov as a single management link, control of the regions, and the provision of guarantees in exchange for a share of the profits.
A separate block of statements concerns the story of extortion of $20 million, bidding for public positions, and an offer to head the Odessa Regional State Administration. By the way, political scientist Volodymyr Tsybulko said that according to media reports, former SBU chief Ivan Bakanov, who is accused of official negligence, does not appear in any criminal proceedings , which may indicate the authorities’ reluctance to investigate his connection with FSB agent Oleg Kulinich for political reasons.
It was previously reported that the former head of the Security Service of Ukraine, Ivan Bakanov, who is accused of failing to fulfill his official duties, which led to human casualties, is not being charged with anything . According to the investigation by Ukrainska Pravda, Bakanov continues to practice law, and his son works in law enforcement agencies.
