International support, drones and scaling of Ukrainian weapons: the Ministry of Defense summed up the results of 2025

The Ministry of Defense of Ukraine summed up 2025, reporting record amounts of international aid, drone deliveries, and the development of Ukrainian defense production. The total amount of support from partners reached 45 billion US dollars, and the Armed Forces of Ukraine received more than 3 million strike drones.

International aid and the Ramstein format
In 2025, Ukraine attracted $45 billion in international aid. This is the largest figure since the start of the full-scale war.
During the year, 8 meetings were held in the Ramstein format. As a result, the partners transferred to Ukraine air defense systems, interceptor missiles, aircraft, aerial bombs, armored vehicles, and other means to strengthen defense capabilities.
The PURL mechanism, which allows the purchase of American weapons with the funds of partners, was also launched. More than 20 countries joined the initiative with a total contribution of more than 4 billion US dollars.
Supply of drones and robotic systems
During the year, the Armed Forces of Ukraine received a record 3 million FPV drones. In addition, more than 15 thousand ground robotic complexes entered service.
The Defense Ministry has also scaled up production of interceptor drones, with nearly 1,000 of these being delivered to combat units every day.
Ukrainian weapons production and investments
Over 6 billion US dollars of foreign funding has been received for the development of the Ukrainian arms industry.
Arms manufacturers received 5 billion hryvnias in soft loans for development and over 1.5 billion hryvnias in support for the restoration of production after enemy attacks.
The Build with Ukraine and Build in Ukraine initiatives were launched in 2025. Agreements were also signed with the UK, Germany and the Netherlands on the joint production of Ukrainian drones abroad. At the same time, 25 foreign defense companies are deploying production directly in Ukraine.
The Ministry of Defense announced the launch of the Defence City regime, which provides tax and customs benefits for manufacturers of weapons and military equipment.
Grants, loans and financing for the defense industry
To support key technological areas, new grants have been introduced in the areas of explosives, tactical ballistic missiles, anti-aircraft missile systems, and developments using artificial intelligence.
Up to 150 million hryvnias can be allocated to one project. The updated grant program allows for funding from 500 thousand to 8 million hryvnias.
In addition, 6 Ukrainian banks signed an agreement to provide a 3-year loan of UAH 21.5 billion under state guarantees. This is the largest credit consortium agreement in the history of the Ukrainian financial market.
Contracts, crews and additional funding
The “Contract 18–24” program was launched at the beginning of the year and allowed young Ukrainians who are not subject to mandatory mobilization to join the service on special terms with an additional bonus of 1 million hryvnia. Later, the program was expanded to include drone operators.
A new contract system for recruits and active military personnel with clearly defined terms of service has also been prepared. It is scheduled to go into effect in the first quarter of next year.
Combat brigades began receiving 7 million hryvnias per month for each battalion involved in combat operations. The amount of funding depends on the number of battalions performing tasks, and amounts to additional tens of millions of hryvnias for the brigades.
Digitalization of the Defense Forces and the CCC
The DELTA digital combat system has been officially implemented at all levels of the Ukrainian Defense Forces. It allows for real-time battlefield visualization, operation planning, and information exchange.
Every day, the Ukrainian military uses DELTA to strike over 2,000 enemy targets. During the REPMUS-25 exercise, the system became the main one for controlling the joint command of the participating countries.
Since September 1, servicemen of the CCC and the SP who work in alert groups have been using chest body cameras. The electronic CCC has also been launched, and the Reserve+ application now allows you to apply for most types of deferments online.
Drone purchases and new digital systems
The Ministry of Defense has launched the DOT-Chain Defence platform for direct drone procurement. The military can order drones directly from manufacturers within the allocated budget.
The platform offers over 180 FPV drone models, as well as reconnaissance drones, heavy bombers, electronic warfare, ground robotic systems, and interceptor drones. The average delivery time is 10 days.
186 brigades of the Armed Forces of Ukraine and 2 corps of the National Guard of Ukraine have already been involved in the system.
In addition, the Ministry of Defense has developed a digital military accounting system “Impulse”, which is gradually being introduced in all military units. The procedure for transfers between the Armed Forces of Ukraine and the National Guard has also been unblocked through the Army+ application, where the review of reports has been reduced to 72 hours.
By the way, Norway has approved an aid package for Ukraine for 2026 in the amount of $8.2 billion . Ukrainian President Volodymyr Zelensky called this decision an important signal to Russian dictator Vladimir Putin.
As previously reported, US President Donald Trump signed the National Defense Authorization Act for fiscal year 2026, providing $400 million in aid to Ukraine.
