Iryna Friz: The National Security and Defense Committee considered changes to the reservation rules announced by the Cabinet of Ministers
The Verkhovna Rada Committee on National Security, Defense, and Intelligence has considered the government’s proposed changes to the reservation system for military conscripts. In particular, it concerns a possible reduction in quotas for enterprises in the defense-industrial complex, energy, and utilities sectors. The Committee pointed out the risks of such decisions for the operation of critical enterprises.
This was reported by “European Solidarity” with reference to MP Iryna Friz.
According to Friese, during the meeting, representatives of the Ministry of Economy and the Ministry of Defense reported that there is currently no final text of the government resolution on changes in armor. The document is still undergoing approval and revision and awaits a political decision.
The deputy noted that the government’s proposed reduction in reservation quotas for certain industries is not supported by proper calculations and analysis of possible consequences. The Committee members drew the attention of the Cabinet representatives to this.
In particular, the government proposes to reduce the reservation level for employees of defense and energy enterprises from 100% to 85%, and for heat and water supply enterprises and other municipal services, set the quota at 60%.
Friese emphasized that such changes could jeopardize the stable operation of the defense industry and critical infrastructure.
She also reported that the Ministry of Defense, during the consideration of the draft resolution, expressed its observations regarding the inadmissibility of reducing the reservation of defense industry employees from 100% to 85%.
In addition, according to the deputy, government representatives did not provide the members of the Committee with comprehensive explanations regarding the need to create a new Coordination Center, its functions and powers.
The Committee’s decision, as reported by Friese, specifically pointed out the unfoundedness and risks of reducing reservation quotas for defense enterprises.
The People’s Deputy emphasized the need to maintain 100% reservation for employees of critical defense and energy enterprises. She also called for preventing quota reductions without proper analysis of the consequences, not creating additional bureaucratic bodies, and ensuring a transparent and digital reservation procedure.
Friese believes that any changes to the reservation system should be based on an industry audit, verification of enterprises’ compliance with criticality criteria, and increased accountability for corruption abuses.
“The mobilization needs of the state and the capabilities of the defense industry and critical infrastructure must be balanced,” the deputy emphasized.
She emphasized that without workers who produce weapons, restore the energy system, and ensure the country’s vital activities, it is impossible to guarantee the stability of the state during war.
